This is an unsubstantiated lie. Healthcare savings accounts (HSA’s) reward people who are capable of saving for their healthcare by enabling them to avoid taxes on the money they spend on their healthcare. Uninsured Americans tend to have lower incomes and save less. Not to mention, the average HSA has less than $2,000 in it, which isn’t going to help those facing $100k in hospital bills.
